Why does BC have constant police reported drug offences

In British Columbia,

Many young people are going down terrible paths due to how easy it is to acquire drugs on the street nowadays. It pollutes environments with addicts which causes fear and avoidance within city zones. It associates negatives towards reputation of the area. It increases the occurrence of crime and violence, leaving people feel uneasy to even just go out at night in the city. Due to all the added crime that takes place as a result of drugs many police report and write off situations as being majorly impacted by substance. This adds up when larger amounts of people have easy access to drugs.

When someone close to you or in your family gets addicted to harsh substances it's really hard and often had terrible impacts on loved ones. It's difficult when you can't help someone that you care for dearly. It hurts someone mentally to be unable to support an individual so close to them. It can cause trauma within family for the rest of their life. The city and families have to spend lots of money on medical bills for seemingly avoidable situations. The amount of overdoses is ridiculous and shouldn't be such a normal thing to happen in everyday life. No one wants to see that. It's difficult for everyone involved.

Obviously the main reason this keeps happening is the addictive element to these drugs and how it changes ones state of mind. If looking at it from the perspective of something like rational choice theory it can't be put into play as it's not really them talking it's the addictive behavior, haunting them like a ghost with it's hands around their neck - It's not really them.
